关于中国海关总署2017年第56号公告实施的方案
尊敬的客户：
根据中国海关总署公告2017年第56号公告，中国海关自2018年6月1日起将施行以下要求：
1、海关开启和校验舱单管理系统传输时限开关，进出境货物在装船前24小时向中国海关申报完整准确的舱单数据。
2、海关调整舱单数据项要求的必填项，条件项，包含装货地代码、卸货地代码、发货人代码、国家代码、以及收货人代码等。
3、“货物简要描述”数据项填报应当完整、准确，海关对此项目实施负面清单管理。

Accordingto the Announcement of the General Administration of Customs of the People'sRepublic of China No. 56, 2017, the following requirements of this Announcementshall become effective as of June 1, 2018.
1.Customs open and check the transmission time switch of manifest managementsystem. The complete and accurate manifest for maritime container cargoes to beloaded on a vessel intended to entry into or depart from a port in China shouldbe submitted in principle 24 hours before shipment loading from a port ofloading.
2.Customs adjust the required fields and condition fields of the manifest datarequirements, including the actual code of consignee code and the consignorcode should be filled in the manifest. When the consignee is "TOORDER…", the related data fields of the notify party must be filled in.Please pay attention to your enterprise code..
(1) The required fields and condition fieldsof the outbound manifest data:
Placeof discharge code, consignor code, consignor communication number, consigneename, consignee code, country code, consignee communication number,communication number type code etc.
(2) The required fields and condition fieldsof the inbound manifest data:
Placeof loading code, consignor code, consignee name, country code, consignorcommunication number, communication number type code, consignee code, consigneecommunication number, consignee department or employee contact name, consigneedepartment or employee communication number, notify party communication numberetc.
3.Customs request the complete and accurate description of goods in manifest andimplement negative list management.
